Wasatch County Engineering Department

The Wasatch County Engineering Department is currently housed under the Wasatch County Public Works Department.

The purpose of compiling standard drawings and specifications is to bring uniformity of design and construction to Wasatch County. The adoption of these Specifications shall also aid Wasatch County in their work by providing a basis for inspecting construction projects throughout the county.

Wasatch County has adopted the Manual of Standard Specifications, 2007 Edition of the Utah Chapters of the American Public Works Association (APWA) and the Associated General Contractors of America as the basis for work in Wasatch County. This manual is available for purchase on line at utah.apwa.net or from Utah T2 Center at 1 800 822-8878. On a limited basis, copies may also be ordered through our offices at 1891 West 3000 South, Heber Utah, 84032 (phone # 435 654-1661).

The following document is a supplement to the APWA specifications containing design parameters, and additions and amendments to the APWA specifications. This manual sets forth the standards for the preparation and processing of improvement plans of all related public work projects to be constructed under permit within Wasatch County and should be used in conjunction with the Wasatch County Code. The Wasatch County code may be found on the counties web site at www.co.wasatch.ut.us. This manual will also regulate any construction work completed through contract for Wasatch County.

Engineering Guidelines for Various Permit Applications

Right Of Way Excavation Permit Application Information and Form

This permit is required for any excavating work within the County Right-of-Way. Applicants must comply with all codes and specifications. The excavations needing permits includes asphalt paving of a driveway and tying the driveway into a public roads, any utility work, or any type of excavation located within a public right of way.  The excavation information and permit application include the information needed for a permit to be issued and guidance concerning minimum requirements and fees.  Drawings of your proposed work is required.  The form is an editable pdf.

Storm Water Pollution Prevention and Erosion Control Permit

This permit is required if you are disturbing soil or other material in Wasatch County. This permit does not include right‐of‐way excavating or agriculture. -pdf format

Driveway Grading & Encroachment Permit

This permit is required for those individuals tying their driveways into a Wasatch County road or landscaping in the Wasatch County Right of Way or applicants requesting a grading permit for a driveway without an approved building permit. -pdf format

Grading Permit

This permit is necessary if you are building berms, ponds, rough grade roads without utilities, etc. This permit does not cover utilities, infrastructure, asphalt, and gravel. These property development activities require a Subdivision Construction Development Permit. -pdf format

Subdivision Construction Development Permit

This permit is necessary to create a subdivision, split a parcel, or installing utilities, asphalt, gravel roads, etc. For work such as berms, landscaping, leveling, slopes, etc. not related to subdivision development, please use the Grading Permit application. Contact the Wasatch County Engineering department if you have questions. Before using this permit, you must have gone to the Planning Department and received an approval. -pdf format
